Terms of Reference: Field Officer Position for Water Conservation Project

Yayasan Rumah Energi (Rumah Energi) was established in 2012 in the social and humanitarian fields. The organization is mandated to contribute and create positive impacts on poverty alleviation, strengthening the livelihood of grassroots’ communities, building communities’ capacity on adaptation and mitigation to climate change and assisting in disaster risk reduction through innovation and shared knowledge. Our flagship program is the Indonesia Domestic Biogas Program (BIRU). BIRU has facilitated the installation of 28,864 biodigesters in 16 provinces across Indonesia. The program has impacted over 163,184 people among which 28.182 people are farmers; trained 1,275 local masons; 156 local partner including Micro Finance Institutions, SMEs and universities. Rumah Energi has been diversifying its program portofolios into food security, business incubation, water access and conservation and Green Cooperative programs.
Rumah Energi will implement new water conservation project in Karawang and Cikarang area. The Project’s objective is grassroot community’s access to safe and clean water in Karawang and Bekasi Regency is improved. Currently, Rumah Energi is looking for a Field Officer to support the Project in achieving its objective, milestones and KPIs.
I. About the Post
The Field Officer will work together with the Project Manager to conduct on-site activities within the program. Primary responsibilities are to support project implementation at the site level, conduct day-to-day coordination, data collection, and monitoring to ensure effective and timely implementation of the project under the direction from Project Manager. Provide input for the project implementation based on the information obtained from the field. To achieve this output, it is expected that the officer will be used to working in field and to be placed on-site to support high mobility requirement on data collection, surveys, and other field activities.
II. Task and Responsibilities
The Field Officer will be based in Cikarang/Karawang area and tasked with the following duties:
- Project Implementation:
- Conduct and support the preparation of field-based activities based on the approved workplan, timeline and monitoring and evaluation framework in consultation and under the guidance of the Project Manager.
- Implement the project that complies with Rumah Energi’s SoPs and compliance instruments including but not limited to financial, administrative, procurement, code of conduct, project management as guidance for the project implementation.
- Support the field level activities are implemented in a timely manner and produced high-quality results in accordance with the project’s objective, milestones and KPIs.
- Impement the Project conforms to Rumah Energi and Donor program principles and project standards as well as Rumah Energi organization value.
- Identify and promptly communicate to Project Manager of any issues arising during project
- Any other necessary administration needed required by Rumah Energi pertaining to project.
- Support the identification, track, manage and resolve project issues
- Support the identification, manage and mitigate project risk
- Accountability:
- Ensures proper process and documentation for all forms of financial and procurement transactions under the project in compliance with Rumah Energi’s policies and guidelines.
- Ensures timely reporting and settlement of financial and procurement under the project
- Collaborates closely with the Rumah Energi’s Jakarta team during audit undertaking.
- Monitoring, Reporting and Documentation:
- Support the development of periodic reporting on a timely basis including narrative and financial report.
- Support monitoring and evaluation using framework and tools for tracking progress
- Support high quality documentation and means of verification for each Project activities
III. Knowledge, Qualifications and Experience:
The Field Officer is expected to have the following qualifications:
- Proven experience in project implementation position of at least 3 (three) years
- Experience and have strong knowledge in water supply and water resources conservation / water resources management with at least 3 (three)) year experience.
- Experience and understanding of the different stakeholders involved in development projects
- Experience in community development program with excellent communication and engagement skills is preferred
- Having experience working with NGO/donor program/CSR is a plus
- Ability to navigate complex development environments and work effectively with an array of implementing partners in a fast-paced environment
- Able to develop and maintain good relationships with government agencies/institutions at all levels, non-government organization, and civil society organizations.
- Excellent communication, negotiation and managerial skills
- High mobility required
IV. Term of Employment
The appointment is a full-time position of 40 hours per week. Rumah Energi offers a one-year contract.
