MEL Strategic Position for Local Milk Sourcing Project
Yayasan Rumah Energi (Rumah Energi) was established in 2012 in the social and humanitarian fields. The organization is mandated to contribute and create positive impacts on poverty alleviation, strengthening the livelihood of grassroots’ communities, building communities’ capacity on adaptation and mitigation to climate change and assisting in disaster risk reduction through innovation and shared knowledge. Our flagship program is the Indonesia Domestic Biogas Program (BIRU). BIRU has facilitated the installation of 29,456 biodigesters in 21 provinces across Indonesia. The program has impacted over 163,184 people among which 28.182 people are farmers; trained 1,275 local masons; 156 local partner including Micro Finance Institutions, SMEs and universities. YRE has been diversifying its program portofolios into food security, business incubation, water access and conservation and Green Cooperative programs.
Since 2022, YRE together with its partners implementing a 3 (three) year project named the Local Milk Sourcing (“LMS”) Project in Central Java, Special Region of Jogjakarta (DIY) and East Java. The LMS Project’s objective is to strengthen the economic, social and environmental resilience of local dairy farmers through in-depth Good Farming Practice training, procurement of goods and services, installation of biodigesters and small-scale pilot activities. Currently, YRE is looking for a Monitoring, Evaluation and Learning (MEL) Strategic to support the LMS Project in achieving its objective, milestone and KPIs.
I. About the Post
The MEL Strategic is fulltime position, report to and work together with the project manager. S/he will be responsible for ensuring valid and verifiable data collection, reporting and analysis, and communicating program knowledge and results to donor and stakeholders. S/he will link project’s data and information to a process of learning and iterative adaptation. S/he’s primary responsibilities are aimed at leading the design and implementation of the program monitoring and evaluation (M&E) framework and information system to track delivery against targets/projections, indicators, outcomes, and impact.
Task and Responsibilities
The Specific responsibilities of the MEL Strategic include but are not limited to:
- Review & update the project’s tools, systems and strategies for monitoring, evaluating and learning of the project.
- Develop and implement a framework for project results measurement, accountability, learning and development effectiveness to measure and report project success.
- Take responsibility for tracking project progress against indicators, collecting and verifying information and maintaining performance monitoring plans, reports, work plans and monthly reports
- Reporting regularly of animal health and reproduction condition, including production costs and milk yield of farmer.
- Review & update performance monitoring: track key performance indicators (KPIs) for dairy farms and dairy cooperatives.
- Formalized learning report to capture the success implementation of silage business as key business that built in cooperatives, and learning report of dairy business on a farmer scale sustainably.

- Work closely with the Project Manager to ensure compatibility and coordination within the M&E framework and ensure that the MEL system meets the needs of the program for learning, analysis, and reporting.
- Coordinate, and implement the project’s monitoring and evaluation, research, and learning framework;
- Maintain and manage M&E database; analyze and compile findings.
- Work together with the Project Manager to ensure high quality of qualitative and quantitative evidence collected by the project, as well as providing technical assistance to the project team specifically related to project monitoring, reporting and learning issues.
- Work closely with the Project Manager in preparing detailed, accurate and timely project progress reporting, review and final evaluation.
- Perform other duties as assigned by the Project Manager and Director.
Required Qualifications:
- Master’s degree or higher in M&E, Statistics, Economics, or related field.
- Proven experience in designing, implementing and operating project M&E systems at least 5 (five) years
- Experienced in managing monitoring systems and analyzing data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the life of the project.
- Strong understanding of M&E reporting requirements, preferably in the dairy farming sector.
- Experienced in strategic planning and performance measurement, including indicator selection, target implementation, reporting, database management, and development of monitoring and performance monitoring plans.
- Strong knowledge in evaluation methodologies (e.g., log frames, qualitative, quantitative and impact), as well as data collection and analysis methodologies.
- Strong learning background, demonstrated experience in digital and innovative learning approaches.
- Excellent writing skills, analytical, problem-solving, and management skills.
- Proficient in English and Indonesian languages, both written and verbal.
- Excellent writing skill in English is required for reporting purposes.
- Ability to make reports in a structured and informative manner
II. Term of Employment
The appointment is a full-time position of 40 hours per week. YRE offers a 10 months contract.
